Include scl/ folder in org.simantics.newuoa library build

Description
The scl/ folder is missing from source:utils/optimization/trunk/org.simantics.newuoa/build.properties.
We should just add it there in trunk and all branches after simantics-1.22.
Note that the optimization codes are not a part of the platform SDK, platform git repository and that they have not yet been moved into a git repository at all.
